Join 2019 CIOPORA Mission to China: All Details at a Glance



As announced via internal circular email on July 25, CIOPORA invites its members to join the 2019 mission to China.


The main event on the mission's agenda is a meeting with MARA and NFGA officials on September 11. The proposed points for the agenda will include:

  • New developments in respect of the draft PVP Regulations, including consequences of the new Regulation to existing applications & grants;

  • Essentially Derived Varieties – Revision of the UPOV Explanatory Notes on EDV (ask China to support our lobby);

  • Status quo of DUS examination in China (procedure, roles, authorities);

  • Extension of the lists of protectable species;

  • Consequences of the “no-fee-policy” and possible developments of the fee structure in China;

  • Developments in Enforcement of PBR.

The participants' suggestions as to agenda points are welcome.


The tentative schedule of the mission:


September 10, ca. 4 pm - Preparatory meeting and joint dinner of CIOPORA group.

Venue: The Great Wall Hotel Beijing (5 Star*) – Chain Sheraton, No.10 East 3rd Ring North Road, Chaoyang, 100125 Beijing.


September 11, morning or afternoon (time tbc): Meeting with high-level officials of the Ministry of Agriculture and Rural Affairs (MARA) and the National Forestry and Grassland Administration (NFGA). Venue: MARA, Nongfeng Building, No. 96, Dongsanhuan Nanlu, Chaoyang District, Beijing


September 11, late afternoon/evening: Transfer to Club Med Joyview Yanqing Beijing, the venue of the AIPH World Ornamental Horticulture Summit, No. 66 Gulong Road, Zhangshanying Town, Yanqing County, Beijing, China (ca. 90 km from Beijing)


September 12, morning: The World Ornamental Horticulture Summit, IP Part.

Individual registration required, deadline August 13 (extended).

September 12, afternoon: Workshop on International PVP and Enforcement for Asexually Propagated Varieties, hosted by the China Association of Protection for New Varieties of Plants (CAPNP), CAWAP and CIOPORA (tbc). Venue: Club Med Joyview Yanqing Beijing


September 13 (optional): Continued participation in the World Ornamental Horticulture Summit.
