UPOV’s electronic PBR Application Tool (EAF) was launched on the UPOV website in its first Version 1.0 on January 9, 2017, with Version 1.1 following in July 2017. This initial launch and the response by breeders was discussed at UPOV in Geneva on October 27, 2017. While online application numbers are currently low, UPOV is planning a number of additions and upgrades to this tool with Version 2.0, which will be launched in January 2018 as PRISMA and will include additional UPOV member countries, languages and crops.
BACKGROUND AND KEY BENEFITS of EAF:
The electronic application form is an online PBR application tool which features the following characteristics:
Transmission of the PBR application data to other participating authorities in the required format (hard copy, email notification, system to system)
Easy and controlled access to the variety data which can be re-used in subsequent applications
Multilanguage system
Assignment of different roles: drafter, signatory, translator, agent, procedural representative
Secure and confidential area

The current version of the EAF which is Version 1.1 was released in July 2017. This version covers:

NEXT STEPS
A final test campaign is currently being run for the Version 2.0 of the program. The official launch of this version is scheduled for January 2018.
There are no fees foreseen for the use of PRISMA in 2018, inter alia because of financial contributions made by the International Seed Federation (ISF) and CIOPORA.
CIOPORA will announce the launch of Version 2.0 when it is open to the public.
